So I got two other "Level 4: Do not travel" emails one for Russia and the other for Egypt:
Do not travel to Russia due to COVID-19. Exercise increased caution due to terrorism, harassment, and the arbitrary enforcement of local laws.
Do not travel to Egypt due to COVID-19. Exercise increased caution in Egypt due to terrorism and the Embassy's limited ability to assist dual national U.S.-Egyptian citizens who are arrested or detained.
Curious I went to the website to see where all the countries stand:

So according to this if you want to go to Nigeria (Level 3) you should reconsider but if you want to go to France (Level 4) you should definitely not go.
